Why Dont We Ever See Tom's Owners Upper Body.?

someone offered this question to me and ive been thinking about it pretty damn hard lately, and the only conclusion that ive come up with is that:
1)the creator/creators were racist
2)couldnt come up with the right look for her nd didnt want to come off offensive to people (blacks)
3)JUST DIDNT GIVE A DAMN.!
